The Bukhungu II function is said to have been called for by COTU Secretary General Francis Atwoli.

The event has also been likened to the Building Bridges Initiative (BBI) meeting held at Bukhungu stadium early this year.
Allies of Defense Cabinet Secretary Eugene Wamalwa and his allegedly new political party, Democratic Action Party, have confirmed that they will be in attendance.
COTU Secretary General Francis Atwoli has said, “No meeting will be held in Western Kenya that day. I have just bought a Ksh5 million machine to detect all those who are planning to disrupt the meeting.”
Atwoli, who spoke during the inspection at Bukhungu Stadium where the rally will be held, sent a strong warning to those planning to cause violence.
